Adult homes and care facilities need a Certificate of Need to operate in New York State. This certificate must be filed with the New York State Department of Health (NYSDOH).
Services provided by adult homes include:
- Long-term care for five or more adults
- Social day care
- Temporary care
- Rehabilitative services
These facilities cannot provide nursing or medical care.
As of January 1, 2025, new laws are in place to better manage adult homes. Operators should review them as soon as possible.
